Testing Pictures

There seem to be a number of issues with posting pictures.

Firstly, when the Image Properties Dialog screen is displayed, there is sometimes a [Browse Server] button on the screen and sometimes there isn't. See the two examples below

It would be nice if the version with the [Browse Server] button was always displayed. Most images are likely to be from the PC, not from the web.
